Russia Considering Diamond Market Liberalization

A partial liberalization of the Russian diamond market that will allow diamonds to be freely transported in and out of Russia is being examined, according to Alrosa’s president Vladimir Kalitin. It is unclear if the proposed ruling will apply only to rough diamonds, polished or both.

 

Kalitin told the Russian news agency Prime-Tass that the ruling is now under consideration by Alexander Voloshin, the head of the presidential administration. Kalitin added that he believes it will be presented to Putin soon, and signed by him shortly thereafter.

 

It is still unclear what impact the move will have on the Russian and world diamond markets. Currently Alrosa has an exclusive export agreement with De Beers.
