Putin Signs Diamond Liberalization Law

President Putin signed a law that allows two more Russian companies to sell rough diamonds to non-Russian customers outside of the country. Until now Alrosa was the only company that was allowed to do so. The decree is part of an attempt to liberalize the Russian diamond market.

 

The two companies, Severalmaz and Uralalmaz, will export only rough diamonds. Several companies have a limited authorization to export cut diamonds.

 

The decree also gives Alrosa a five-year export quota, instead of the one-year quota it had until now. Alrosa has been asking for this change for several years.
